The qualifier will take place on Friday 4 September 2015 at the Esch Sur Alzette Stadium in Luxembourg.
Evans' call-up into the squad means he is now scheduled to miss City's away trip to Oldham Athletic on Saturday 5 September 2015.
Evans has also been placed on stand-by for the senior Wales side ahead of their EURO 2016 qualifying double-header with Cyprus (3 September 2015) and Israel (6 September 2015) should Chris Coleman's squad pick up any injuries in the build up to either fixture.
Even if Evans receives a promotion up into the senior squad though, he will still only miss City's trip to Oldham.
